Sioux City plans to replace lead service lines in the coming years

SIOUX CITY, Iowa (KCAU)â Some Sioux City residents may have received a letter regarding a lead service line connected to their home. Officials want to emphasize that your drinking water is safe.
âAnybody that got a letter is either going to have a confirmed lead, an unknown, or there was just a few that went out, were galvanized,â said Kevin Kennedy, the water plant manager with the City of Sioux City.

In early October, the Environmental Protection Agency issued a ruling across the country requiring cities to identify and replace all lead drinking water systems within 10 years. The Sioux City water plant sent out 7,000 letters earlier this month, and officials say their phones have been ringing off the hook.
âThe main concern is people get the letters, they donât know whatâs going on, they want to know whoâs going to pay for it,â Kennedy said. âAnd at this time we do not know. Itâs up in the air. Weâre trying to get some funding. And then the biggest question is people want to know the time frame involved to this. So I do try to tell everybody the three-year program to get everything in place for a program and then ten years to implement it.â
Officials estimate the replacements could cost between $5,000 and $10,000 per home.
The city has identified 4,400 lead lines, and are currently unsure about an additional 2,600, but emphasized that homeowners donât need to act now on the issue.
âWeâre doing our best to just let everybody know that thereâs nothing that needs to be done at this time, per the homeowners,â Kennedy said. âItâs all on our side. Weâre tabulating the inventory, getting everything up to date. We do add a phosphate additive into the water to keep lead in suspension in your pipes. But if it wasnât for that, the lead pipes could be dangerous if the lead started leaching out into the drinking water.â

Officials say the project is currently in the early stages and wonât have exact details for a while. But if residents have any inquiries regarding the lead services lines, officials encourage them to reach out.
âIf somebody has a question about what their service line material leaving the house is, they can give us a call here and we will set up a time,â Kennedy said. âWeâre not doing anything right at the moment. Weâll put everybody on a list, and in a later date weâll start coming out and trying to verify what service lines are leaving the houses for customers.â
Kennedy says that he expects to begin work on the lead lines in 2027 and wrap up around 2037.
